In Cuba, they swap a lot of content in offline trading (disks and thumb drives). And when I grew up we also used the #sneakernet with floppies and CDs. That works for non-dynamic content (TV/movies, music, most games, Wikipedia dumps etc.).
You can also schedule online tasks for when you've got access to a Wifi.
Internet should be a guaranteed public good IMO, like in Finland.- 1
